This mod extends and enhances the Neighbor Action Plan system introduced in the Eco Lifestyle expansion pack. It introduces over 20 new policies with a wide variety of brand new effects, as well as tweaks and broadening of the existing policies. Some are broadly beneficial, others are more niche, and a few come with sometimes significant drawbacks. All of them together should allow you to diversify your neighborhoods and give them all their own unique character.
Make sure you stay involved and have your Sims vote for your favorites!

New Policies:
Extra Special Permit:
It is the government's responsibility to ensure that all citizens have the proper permits. Good permitting isn't cheap, but given how important this issue is how can we possibly ignore it?
- Noticeably higher property taxes
- Gain influence by paying bills
- For completely unrelated reasons, increased pay for Sims in the Criminal or Politics career tracks
Farming Community:
(Requires either Cottage Living or Horse Ranch)
Sims around these parts are the salt of the earth. Growing crops and ranching animals in order to feed the whole world. Take pride in your work and get your hands a little dirty. Farming is a way of life.
- Groceries at the store and market stalls are cheaper
- Gain influence by taking care of farm animals and giant crops
- Increased pay for Sims in the Botany branch of the Gardener career
- Ranchhands may start appearing in the neighborhood (if Horse Ranch is installed)
Fuzzy Friends:
(Requires Cats & Dogs)
Bark bark woof! That's "dog" for "We love pets!" We think every home isn't complete without a pet, and our goal is to make sure it never happens.
- Sims with no pets receive a daily fine
- Gain influence by taking care of pets or running a vet clinic
- Neighbors with dogs will walk them more often
Gayborhood:
Gayborhoods are areas where many residents and visitors are people in the LGBT community. They come together to find others with similar values and to live free from judgement.
- Neighbors and Sims visiting community lots in the neighborhood are much more likely to have a same-sex orientation
Headliners:
(Requires Get Famous)
Picture this: our humble town transformed into a vibrant hub of excitement and culture, pulsating with the energy of world-renowned celebrities gracing the stages of our lounges and nightclubs.
- Slightly increased property taxes
- Entertainers at lounges and DJs at nightclubs will be celebrities
- Gain influence by interacting with celebrities
- Random celebrities may start appearing as walkbys in the neighborhood
Homeowners Association:
It's great to be a part of something bigger than yourself. Especially when it's dedicated to something as crucial as your home. What could be more important than that? Property values, that's what.
- Slightly increased property taxes
- Sims living in houses that do not meet the HOA standards will receive a daily fine
- Gain influence by bragging to other Sims
- Karens may start appearing in the neighborhood
Industry Subsidies:
Industry is at the heart of any strong economy. If we as a community give them a boost, it can kickstart several new businesses into high gear.

- Dirty footprint
- Gain influence by crafting objects or using the Fabrication skill
- Sims in the Business, Salaryperson, and Engineer careers get increased pay
Keep Our Town Strange:
Some towns have a unique identity, and ours is one of them thanks to the creative folks who live here. If we relax our attitudes a bit about public decency and societal norms, we can nurture a place with unbridled creative and charm. Get funky!
- Gain influence by painting murals or using occult powers
- Sims in the Social Media and Stylist careers get increased pay
- Weirdos (if City Living is installed) and punks may start appearing in the neighborhood
Literacy Program:
Some people can't read. Some people choose not to read. I'm not even sure if you're reading this right now... Either way, it's a tragedy. Tragic and dangerous. If you can't read the instructions, your chances of breaking something increase dramatically! Let's put more funding into the schools and make sure this generation and everyone that follows can read like a champion.
- Slightly increased property taxes
- School age Sims gain performance faster and finish homework faster
- Sims in this neighborhood finish reading books faster
- Gain influence by reading, or doing homework
- Sims in the Education career get increased pay
- Neighbors will start walking around with books even without the Bookworm trait
Lofty Pursuits:
In a world besieged by the banality of the mundane, this N.A.P. emerges as a beacon of enlightenment, beckoning the discerning few to embrace hobbies that elevate the intellect and ennoble the soul. For in the pursuit of these "smart people" pastimes lies the key to unlocking the mysteries of the universe and expanding the horizons of achievement.
- Gain influence by taking part in the Logic, Archaeology, or Research & Debate skills
- Sims in the Education career get increased pay
- Neighbors will start walking around with glasses on
Pizza Party:
While the challenges we face may seem insurmountable, I am pleased to announce a beacon of solace amidst the storm. A gesture of appreciation to lift our spirits and unite us in camaraderie. Despite the fiscal constraints and operational exigencies that confront us, I am delighted to inform you that we shall be organizing a Pizza Party! Pizza for everyone! Yum!

- Ordering pizza delivery is free
Relaxed Power Regulations:
Power! Unlimited power! The modern world runs on electricity. Let's diversify our assets and open up new ways to make it. That way we never run out. Burning more fossil fuels will move our Eco Footprint toward an Industrial state, but that's the nature of doing business.
- Dirty footprint
- Lower power bills
- Gain influence by running a power generator
- Sims in the Business, Salaryperson, and Engineer careers get increased pay
Relaxed Food Regulations:
Food. Food. What is food? The dictionary says it's anything edible, but what if it could be so much more? There's no reason to let some squeamish snobs tell us what tastes good. It's not like a bit of sawdust or growth hormone ever hurt anyone. Why can't you eat the silica packet in the bag, huh?

- Food at bars, restaurants, and market stalls is cheaper
- Sims may have some intestinal distress from the food
- Gain influence by using a toilet
- Sims in the Business and Culinary careers get increased pay
Relaxed Water Regulations:
Water is life. And variety is the spice of life! No need to be so picky. Yes, yes, loosening up the water regulations will move our Eco Footprint toward an Industrial state. But consider this: the ocean is huge, and it can have a few car batteries. As a treat.

- Drinks at bars are cheaper
- Sims may have some intestinal distress from the water
- Gain influence by running a water condenser
- Sims in the Business career get increased pay
Support Our Troops:
(Requires either City Living or Strangerville)
At attention! We love our men and women in uniform! It's time that we make that loud and clear. Ideally with lots of fireworks and patriotic anthems!
- Slightly increased property taxes
- Gain influence by lighting fireworks or performing socials unlocked by the Military career
- Sims in the Military and Secret Agent careers get increased pay and free drinks at bars
- Neighbors may light fireworks at night (if City Living is installed)
Tourism Campaign:
Let's tell the whole world about our beautiful parks, our hospitable citizens, and our reasonably-priced gift shops. By running ads for our burgeoning tourist industry, people will be lining up at the airport to visit us.
- Slightly increased property taxes
- Gain influence by busking or doing street performances
- Sims in the Entertainment, Culinary, and Critic careers get increased pay
- Tourists will start appearing in the neighborhood
Gridlock Policies:
Gridlock policies are a group of new policies that purposefully take up a NAP slot without doing much of anything, good or bad. These can be useful for making a “boring" area, or maintaining the status quo in a neighborhood where you have things the way you like.
Bureaucracy Task Force:
We hereby propose the formation of a Bureaucracy Task Force, tasked with the mission of reducing bureaucracy itself. Amidst the administrative intricacy, the Bureaucracy Task Force stands as a testament to the confounding complexity of bureaucratic reform - a riddle wrapped in an enigma, shrouded in layers of paperwork and protocol. We invest in them the power to deputize new Task Force members and create new subcommittees to aid them in this impossible task as deemed necessary.

Citizen Spotlight:
The Citizen Spotlight is a weekly raffle where we single out one person in our community, and make everyone aware of their existence.
Congratulations to you!

- Once a week, you will receive a notification that a neighbor is in the spotlight. Nothing happens to them.
Dedicate Park Bench:
Imagine, if you will, a tranquil spot in one of our beautiful parks, adorned with a plaque commemorating the legacy of someone who has made a lasting impact on our community. It could be a beloved teacher, a dedicated volunteer, or even a local business owner. There will probably be some mischief makers who want to dedicate the bench to "Benchy McBenchFace", too. But let's not forget the bigger picture here - a new bench to sit on!

Patch Day:
Let us take some time to reflect and appreciate small pieces of fabric, patterned quilts, and software updates with this new, essential holiday: “Patch Day".
When is Patch Day? No one is sure, maybe in a month, probably on a Tuesday. How do you celebrate Patch Day? No one is sure, maybe screaming. Will Patch Day improve your quality of life? No one is sure, but we hope so.

- Can randomly schedule a holiday called “Patch Day” with a mysterious holiday tradition (if Seasons is installed)
Planning Committee:
As any veteran of local government can attest to, planning committees play an indispensable role in ensuring the smooth execution of any venture, be it grand or mundane. Think of it as an insurance policy against chaos - a safeguard against the whims of fate and the caprices of chance. With a well-appointed planning committee at the helm, anything is possible.

Returning Policies:
Green Initiatives and Modern Development, previously only available in Evergreen Harbor, are now available in all neighborhoods. However, only their background effects are retained in the other Worlds; they will not affect the looks of the neighborhoods you activate them in.
Old Policies:
A few pre-existing policies have been given a slight touch-up to improve the NAP ecosystem as a whole.
Back to the Old Days:
- Increased cost of power utility bills
- Karens may start appearing in the neighborhood and may attack Sims who engage in public displays of affection (if Cottage Living is installed)
Foodies Unite:
- Neighbors will not try to start cooking unless their own home is the active lot
Sharing is Caring:
- Gain influence by donating to charity or volunteering
- Neighbors will no longer swipe objects (you still can, though)
- Sharing is Caring is now required to be enacted for the “Neighbor Help” events to start (i.e. when someone randomly comes over to help you clean or repair objects)
- An “Extra Food” event, where neighbors offer you free food, can now occur if Sharing is Caring is enacted (if Island Living is installed)
Cheats:
To help spread these new policies all around the world, this mod also adds new cheat interactions to instantly enact or repeal a policy wherever you are, or check what the active policies are without needing a mailbox or community board. Even if you don't live there, even if no one lives there. A neighborhood of 5 community lots can have the Juiced Community NAP, why not?

Requirements and Compatibility
This mod requires the Eco Lifestyle expansion for basic functionality. Some policies require additional packs, listed above.
This mod does not use any direct tuning overrides.

Install instructions
Extract the files from the zip archive. Add the package and ts4script file to your Sims 4 Mods folder or a subfolder which is only one deep.
